Canada’s Quebec budget banks on mining royalties to balance books
The government of Quebec, Canada’s most indebted province, is banking on a royalty windfall from its natural-resources sector, especially mining, to help begin its long climb out of the red.
The province’s Finance Minister Raymond Bachand is confident that mining royalties will help Quebec balance books by 2013-14.
